The Operational Compliance Consultant - Field Agency Oversight is responsible for ensuring that field agencies, brokers, and sales partners operate in compliance with applicable state and federal insurance laws, carrier requirements, and internal standards. This role focuses on regulatory interpretation, operational implementation, complaint investigation, and remediation as they relate to field based distribution models for life and health insurance products.
Key responsibilities include reviewing and implementing law and regulatory changes impacting agency practices; investigating, tracking, and resolving complaints and escalations involving agents or agencies (including carrier escalations, DOI complaints, and CMS complaints); partnering with Sales and Operations to remediate compliance gaps; and translating regulatory expectations into clear, actionable requirements for field agencies.
Key Responsibilities
Field Agency Compliance Oversight
- Serve as a primary compliance point of contact for field agencies, brokers, and sales leadership.
- Interpret and apply state and federal insurance regulations (including DOI and CMS guidance) as they relate to agent conduct, sales practices, enrollment activities, eligibility handling, and ongoing servicing.
- Advise field agencies and internal partners on compliant operational practices and corrective actions.
- Identify trends, recurring issues, and agency-specific risk based on complaints, audits, and escalations.
Complaint Investigations & Remediation
- Lead investigation, documentation, and resolution of compliance-related issues involving field agencies, including:
- Carrier escalations
- State Department of Insurance (DOI) complaints
- CMS complaints and inquiries
- Conduct root-cause analysis to determine whether issues stem from process gaps, training deficiencies, system limitations, or agent behavior.
- Partner with Sales, Operations, and Agency Leadership to implement corrective action plans, including retraining, process changes, or disciplinary recommendations as appropriate.
- Draft clear, regulator-ready responses to carriers, DOI regulators, and CMS that accurately reflect findings and remediation steps.
Regulatory Review & Implementation (Distribution-Focused)
- Monitor, review, and interpret newly enacted and amended state and federal statutes and regulations impacting life and health insurance distribution and agency operations.
- Perform jurisdictional analysis to determine applicability of laws and regulations to field agencies operating across multiple states.
- Translate regulatory requirements into Compliance Requirements, job aids, guidance documents, and operational expectations for agencies and internal teams.
- Communicate regulatory changes and compliance expectations to Sales, Operations, Training, and field agencies in a clear and actionable manner.
Cross-Functional Partnership
- Partner closely with Sales, Operations, Training, Legal, and Technology teams to embed compliance into agency workflows and agent lifecycle processes.
- Provide compliance input on:
- New agency onboarding and contracting
- Compensation structures and incentive programs
- Enrollment processes and systems
- Marketing practices and communications
- Support audits, carrier reviews, and regulatory inquiries involving field agency activities.
Documentation & Governance
- Document investigations, findings, corrective actions, and remediation outcomes in accordance with internal compliance and regulatory standards.
- Maintain and update internal compliance procedures related to field agency oversight.
- Support governance and compliance forums by reporting trends, risks, and mitigation strategies related to agency compliance.
Experience
- 2+ years of experience in insurance compliance, regulatory affairs, operational risk, or agency oversight (preferred).
- Experience working with or supporting field agencies, brokers, or distributed sales organizations strongly preferred.
- Familiarity with life and/or health insurance distribution models.

Compensation
Compensation offered for this role is 56,000.00 - 92,000.00 annually and is based on experience and qualifications.
